Graduate of Brno University of Technology. Between 1990 and 1994 he was a member of the Ostrava-Poruba City Council. In 1994 he joined the Civic Democratic Party. Between 1996 and 1998 he served as a Senator of the Parliament of the Czech Republic and Vice-Chairman of the Committee on Economy, Agriculture and Transport. Between 1998 and 2002 he was Chairman of the Civic Democratic Party Senate Club and from 2002 to 2004 he was then Deputy Chairman of the Senate. In November 2002, he became Chairman of the Civic Democratic Party. He served as Prime Minister from 2006 to 2009.
